PROBLEM TO BE SOLVED: To provide a picture display device, in which the picture quality is improved, by preventing the movement of ions in a face plate. SOLUTION: The device at least has a transparent film 1012, which is pasted to the outside of a face plate 1007 and a transparent conductive film 1013 which is formed outside the film 1012 and has an antistatic function. If a change is made from a condition, in which a picture is displayed, to a standby condition, in which displaying of the picture is stopped, a prescribed voltage is continuously applied to the inner side (a metallic back) of the plate 1007. When picture display is restarted, the amount of electric charges, which move in the plate 1007, is suppressed to the minimum and degradation of the plate 1007 can be minimized.
