PROBLEM TO BE SOLVED: To achieve long life, and to obtain stable output characteristics even at an extremely low temperature by providing a rotor that is installed inside a case with a connector part, and at the same time is equipped with a brush for sliding on the resistance coating of a resistor substrate with an electrode being electrically connected to the resistance coating. SOLUTION: A resistor substrate 28 made of resin is provided on the inner wall surface of a closed-end cylindrical case 21, and one end part of the substrate 28 is inserted into a plate spring insertion part 27. An electrode 30 being electrically connected to a resistor coating 29 is provided on a surface that is not brought into contact with the inner-wall surface of the case 21 of the substrate 28. A lubricating material made of fluorine oil with a molecular weight of 3000-15000 is provided on the upper surface of the resistance coating 29 and in the resistance coating of the substrate 28. A rotor 33 is rotatably accommodated inside the case 21, and at the same time a brush 34 is provided on a side surface and at the same time slides on the resistance coating 29 of the substrate 28 while thrusting aside the lubricating material. A cover 35 closes the opening part of the case 21, and inserts a corresponding rotary throttle shaft into a hole 36 at the center.
