PROBLEM TO BE SOLVED: To increase the combustion effect by providing an automatic water supply regulating valve on the right end of a heating pipe body, and a jetting port on the left end of the heating pipe body, directly applying power to the heating pipe body by an electrode, and performing the operation of a power source by an automatic temperature regulating device and the automatic water supply regulating valve. SOLUTION: Power is directly applied to a heating pipe body 3 by an electrode 4, and by a power source operation by an automatic temperature regulating device 5 and an automatic water supply regulating valve 6, and combustion heat in a fire insulating furnace body 1, water which is injected into the heating pipe body 3 from a water supply port 7, is heated. Then, the heated water is jetted to a combustion gas including dioxins from a jetting port 9 under a supercritical water state, and the dioxins are dissolved, and are discharged from an air discharge port 16. The jetting port 9 is preferably formed into a jetting port being suitable for the furnace depending on the shape of a refuse incineration furnace. The heating pipe body 1 preferably withstands a temperature of 1200 deg.C, and is formed of a copper alloy being excellent in corrosion-resistance. The shape of the heating pipe body 1 may be a U-shape or a coil-shape, depending on the kind of a refuse incineration furnace.
