PROBLEM TO BE SOLVED: To provide a device for raising and lowering a hanging wire in place of a winch which dispenses with a lower manufacturing cost and hardly occupies an installation place. SOLUTION: This implement consists of a first tank 5 and second tank 6 constituting a hollow spherical suction and discharge tank 1 which is formed of rubber or soft synthetic resin and has elasticity, a nozzle tube 2 communicating with the tanks 5 to 6, a nozzle port 3 which is the front end of the nozzle tube 2 and a flat surface 4 around the nozzle port 3. The thickness of the flat surface 4 around the nozzle port is preferably formed to at least 2 mm.
