A surface-treating agent which (1) when applied to carpeting fibers, gives treated fibers having a stain blocking property of 8 or higher in a stain blocking test in accordance with AATCC-TM-175-1993 and which (2) has a Knoop hardness (KH) of 5 or higher. The surface-treating agent comprises (A) a metal alkoxide, (B) a fluorine compound having a functional group reactive with the metal alkoxide, and (C) a reactive polymer having a group reactive with the work to be treated.
