PROBLEM TO BE SOLVED: To obtain a video output controller capable of surely prohibiting video output of television broadcast when a view prohibition rank added to a broadcast signal according to the contents of a television program exceeds a prohibition rank on the viewer's side set by a viewer. SOLUTION: Video and sound output of the television program the superposed viewing prohibition rank of which exceeds the prohibition rank on the viewer's side set by the viewer are surely prohibited even when a reception level of the broadcast signal at a tuner 10 is low and no view prohibition rank can be extracted from the broadcast signal since a video signal extracted at a 1 chip IC 20 is blanked and a sound output terminal is turned off when a fact that RF AGC voltage to be supplied to a high frequency amplifier circuit 10b by an AGG circuit 20a becomes equal to or higher than specified is detected by a microcomputer 50.
