PROBLEM TO BE SOLVED: To efficiently and unitarily manage the plural different networks of a managing object by requesting managing information of network resources from a managing device at the time of presenting the hierarchically constituted managing picture of the network, and preparing and presenting the managing picture based on this transmitted managing information. SOLUTION: In the case of controlling one of the three networks A to C from an integrated managing device, operation for transmitting the request message of managing information to managing devices NM1 to NM3 managing each network A to C in accordance with the constitution of a communication system from a monitoring control picture presented by a presenting part is continued. Whenever each request message is received, the devices NM1 to NM3 fetches corresponding managing information from MIV to transmit it to the device 1. Based on this communication message, a hierarchical managing picture in accordance with the constitution of the communication system is prepared and presented at the presenting part. A user continues operation on the monitoring control picture until the managing picture of a desired site is presented.
