PROBLEM TO BE SOLVED: To automatically provide a specific number of a terminal to plural terminal device from main equipment by providing information adding a specific number of the terminal corresponding to a manufacturing-time specific number when there is no contention of a specific number request channel or the same request packet and setting a specific number of the terminal corresponding its own manufacturing-time specific number to be its own manufacturing-time specific number when the number is included in the information. SOLUTION: A terminal device is accessed by using the combination of the respective bits of the manufacturing-time specific number bit expressing the manufacturing- time specific number. For example, when specific number request channels are 24 in total, a reference signal consisting of 5 bits regulating the specific number request channels is outputted from a main device. In the reference signal, group information is overlaid to high-order 3 bits and number information of a characteristic number request channel in a group is overlaid to a lower 2 bits. The terminal device generates a two-bit numerical value by combination instructed by a reference signal and call- originates a terminal specific number providing request by the specific number request channel of a number coinciding with the numerical number.
