PROBLEM TO BE SOLVED: To permit soft hand-over to a mobile device which is present in the radio zone of a radio base station whose necessity is high by permitting multiple connection to a mobile device when the identifier of a radio zone communicated from a mobile device which desires soft hand-over is included in the set of stored identifiers. SOLUTION: A radio transmitting and receiving device 100c of a mobile device 100 decides whether or not communication quality is deteriorated during communication, and when the communication quality is deteriorated below a normal value, the radio transmitting and receiving device 100c transmits the identifier of a radio zone in which the mobile device is present and a soft hand-over request to a radio base station in a radio zone which the mobile device is approaching. Afterwards, when the radio transmitting and receiving device 100c receives a soft hand-over permission signal from the radio base station, multiple connection with the radio base station which permits the multiple connection is operated by a multiple connection requesting device 100b so that communication can be continued. On the other hand, when a soft hand-over non-permission signal is received from the radio base station, no multiple connection is operated.
