PROBLEM TO BE SOLVED: To directly conversion-encode a data stream constituted of data in a frame structure obtained by encoding a sampling value like a spectrum into a reduced new data stream especially at a decoding side by completely suppressing the first frame components, and writing only a part of the information of the second frame components in the reduced new data stream. SOLUTION: An MPEG bit stream 8 is decomposed into each component by a demultiplexer 16 for decomposing a frame. A part of the information is immediately written in a reduced new data stream, and conversion-encoded. A stereo channel is completely suppressed, and the further reduction of data is realized by encoding the result of a CRC check 17 into a reduced data stream. The result of a CRC check 17 can be considered at the time of forming the reduced data stream as an option, and bits can be further saved in the case of DAB. |
