PROBLEM TO BE SOLVED: To transmit a color video image with a narrow band without causing color mixture and color slurring. SOLUTION: A video signal outputted from a CCD camera is converted into a digital signal, and the digital signal of one line is stored in a line memory 4. Video signals rearranged in such a way that the signals in the same color such as red signals are arranged in the first half and green signals in the latter half in, for example, an odd numbered line within a horizontal synchronizing signal period can be built by using a PLD 2 to allow transmission of the signals with a narrow band. Furthermore, color mixture and color slurring caused by fluctuation in the phase of a clock signal can be reduced through the rearrangement of the signals so that signals in the same color are arranged adjacent to each other.
