PROBLEM TO BE SOLVED: To form a simple exciting coil stably having a precise shape corresponding to the shape of an electromagnetic induction heating member at a low cost by winding a coil shape keeping member with a coil wire material, and deforming the coil wire material with the coil shape keeping member into a required shape. SOLUTION: A coil wire is spirally wound plural times with a plan view around a projecting edge 19a in the periphery of a horizontal long slit provided at a central part of a coil shape keeping member 19 so as to form a flat spiral exciting coil 18. The exciting coil 18 is pressed from both sides and over thereof by a press jig so as to increase the coil density, and while heated to a softening temperature of the coil shape holding member 19 so that the exciting coil 18 bites into the coil shape keeping member 19 for fixing the exciting coil 18, and a flat exciting coil primary forming unit 60A is thereby formed. This exciting coil primary forming unit 60A is pressed by an inner die and an outer die so as to form, for example, a semicircular gutter-like shape curved toward the coil shape keeping member side.
