PROBLEM TO BE SOLVED: To prevent dew condensation on the surface of a piping, and improve noise insulating effect by forming an external layer and the inner layer of laminated pipes in an airtight condition, improve permeability of an intermediate layer, and arranging a vacuum pump for making the intermediate layer of the pipe in a nearly vacuum condition. SOLUTION: This noise insulating and heat insulating piping system is composed of a plurality of pipes 1 and a joint 2. The pipes 1 and the joint 2 are formed into a laminated structure, an external layer 11 and inner layer 13 of the pipe 1, and an external layer 21 and an inner layer 23 of the joint 2 are formed of thermoplastic resin having airtightness, and intermediate layers 12, 22 formed between the outer layer 11 and the inner layer of the pipe 1, and the outer layer 21 and the inner layer 23 of the joint 2 are formed of a thermoplastic resin continuously bubble foaming body, having permeability and are provided with a vacuum pump VP for forming the inside of the intermediate layer 22 in a nearly vacuum condition. The intermediate layer 22 of the joint 2 and the vacuum pump VP are connected to each other, the intermediate layer 12 of the pipe 1 and the intermediate layer of the joint 2 are communicated with each other when the joint 2 is mounted on the pipe 1, and the intermediate layer 12 of the pipe 1 is formed in a nearly vacuum condition by driving the vacuum pump VP.
