PROBLEM TO BE SOLVED: To obtain an exchange by which the basic configuration of software is not drastically changed and a high call completion rate of a representative selection call is maintained by discriminating whether qualification as an incoming call destination is provided or not and transferring to the substitutive incoming call destination which is indicated by the registered identifying information. SOLUTION: Identifying information which indicates the substitutive incoming call destination in place of plural terminals 11-1 to 11-M to which plural representative groups 1-m belong is previously registered in a transfer destination storage means 15 concerning the plural groups 1-m. A call processing means 14 discriminates whether the qualification as the incoming call destination exists or nor with respect to the call being the object of the call processing. The means 14 transfers the call corresponding to the substitutive incoming call destination which is indicated by identifying information registered in the means 15 concerning the groups 1-m when the result of discrimination is true. Therefore, important information or emergency information are rapidly transmitted with high accuracy.
