PROBLEM TO BE SOLVED: To avoid the adverse effect of an external noise with respect to the storage contents of RAM in a communication controller and also to prolong the life of a non-volatile memory. SOLUTION: Set data for deciding the operation state of the communication controller 3 is stored in RAM 5 of the controller 3. A controller 2 manages a set data file 20 where whole set data stored in RAM of the controller 3 is written. When a prescribed event occurs, the controller 2 reads whole set data written in the file 20 and instructs the controller 4 to store the setting data in RAM 5. In this case, the controller 2 fetches the storage contents of the non-volatile memory 6 and instructs the controller 4 in the controller 3 to execute a processing to store prescribed set data in the memory 6, which are among the ones stored in RAM 5 when the contents are different from those written in the file 20.
