PROBLEM TO BE SOLVED: To obtain a system and a method for movement notification by which movement of a PS can efficiently be informed of based on the position registration information. SOLUTION: A position registration information extract section 29 acquires position registration information having been registered for each PS in response to a request of position information by a position information acquisition section 36 of an out-area movement detection means 25, and a position information conversion section 31 converts the position registration information into a geographical location by referring to a geographical information DB 30. An alarm detection section 37 discriminates whether or not a concerned PS is moved to the outside of a designated area determined in advance depending on whether or not the position information acquired by the position information acquisition section 36 is in existence in a designation area corresponding to the PS on the basis of area information registered in an area registration DB 35 having registered in advance by a user designation information registration section 39. The titled device informs a notice destination number registered similarly made correspondent to the area registration DB 35 about the movement of the PS.
