PROBLEM TO BE SOLVED: To prevent human errors by guiding an operator to a control panel and the like requiring their control with guide lamps and the like on the basis of an operation manual and urging him to operate a plant by monitors and the like. SOLUTION: Many control panels 1 are located laterally to monitor and control a plant such as a nuclear power station. Linear guide lamps 2 of a buried type that are sectioned by each of the control panels 1 are placed on a floor and the like of a passage facing the operation surface of each of these control panels 1. An auxiliary guide lamp 3 is also located in front of each of the control panels 1.
