PROBLEM TO BE SOLVED: To obtain an image in optimum scanning-line structure by providing a still picture judging means which judges whether or not inputted image information is a still picture and a selecting means which selects a scanning-line structure to be converted according to the result of the judgement made by the still picture judging means. SOLUTION: The still picture judging part 11 compares an input image 1 with an image which is one frame prior to judging whether or not the whole picture is still, and outputs the judgement result to a noise reduction part 13 and a scanning system decision part 12. The scanning system decision part 12 receives the result of the decision on whether or not a picture is still from the still picture judging part 11 to judge whether or not the picture is continuously still for longer than a certain time, selects a system converting method according to the result, and outputs the converting method select signal corresponding to the selected system converting method. The noise reduction part 13 reduces noise when the still picture judging part 11 judges that the input image information is a still picture, and then outputs noise-reduced image information.
