PROBLEM TO BE SOLVED: To reduce the control data storage area of an exchange and to reduce the increase of traffic when control data is changed by transferring control data of a remote line concentrator, which is read from the normal area of the exchange possessed before change-over, to the spare area of the exchange possession after change-over. SOLUTION: When an RLC data is received from an old possessed destination exchange before change-over, the data is stored in an RLC data storage area in a transmission line change-over control part (S22). Then a transmission line change-over end report message is edited in a message exchange part and transmitted to the old possessed destination exchange from the message exchange part (S23). The transmission line interface of a transmission line is clogged and released by a transmission line clogging and releasing processing part and, then, the spare exchange and inter-RLC transmission line are activated so that a possessed destination change processing is ended (S24). That is, it is adequate to transmit change data only to the applying exchange when control data is changed and influence on the traffic is reduced.
