PROBLEM TO BE SOLVED: To realize a character recognizing device and a character recognizing method which recognize characters and also newly produce a dictionary by referring to original character data out of which the dictionary is made when a character approximating method, etc., is updated. SOLUTION: The part extracting means 11 of this character recognizing device which calculates the distance between a dictionary pattern and an input pattern and outputs a dictionary pattern with a small distance as recognized results extracts a partial pattern from the input pattern or the dictionary pattern and outputs a part extraction situation. A dictionary editing means 12 edits a structuring dictionary 7 and dictionary source data 15 on the basis of the outputted part extraction situation. A dictionary source data referring means 14 retrieves the data 15 and refers to and displays the original data of an approximation pattern. Since character recognition can be performed and also a dictionary can newly be generated in this way, it is possible to improve the operability of the registration and editing of a dictionary pattern.
