PROBLEM TO BE SOLVED: To allow a converter to convert a two dimensional video image into an easy-to-watch three dimensional video image where distortion is much more suppressed in comparison with a conventional converter. SOLUTION: The converter is provided with a motion detection means that detects the motion vector of a video image, a CID conversion means 5 that divides one image screen into a plurality of areas and generates a three dimensional picture on the basis of the parallax of each area decided by the characteristic information of each area, an MTD conversion means 4 that generates a three dimensional picture from a present two dimensional video image and a video image delayed by the number of fields in response to a motion detected by a motion detection means, a horizontal shift conversion means 6 generates a three dimensional video image from the two dimensional video image and a video image obtained by shifting the two dimensional video image in a horizontal direction, and a video image conversion control means 8 that makes the best use of each conversion means on the basis of the detection result by the motion detection means.
