PROBLEM TO BE SOLVED: To reproduce UTOC information corresponding to music information recorded already in a recording medium after the recovery of a power source even when unexpected situation such as power failure and instantaneous interruption of a power source occurs at the time of recording operation. SOLUTION: This recording and reproducing device converts an analog signal to a digital signal, records it in a mini-disk. while records UTOC information for the recorded digital signal in a UTOC area of the mini-disk 1, stores UTOC information read out from the mini-disk 1 in a D-RAM 17 by a memory controller 12 controlled by a MPU 20 at the time of recording or the time of reproducing, and recording or reproducing for the mini-disk 1 is performed based on UTOC information held in this D-RAM 17. In this case this device is provided with a unconditional reproducing mode by which a series of information from the beginning to the last is reproduced as one track independently of recorded contents of the mini-disk 1, as an editing function performed by the MPU 20.
