PROBLEM TO BE SOLVED: To meet a user's demand without preparing a serial communication system and a system which uses a common memory respectively. SOLUTION: The programmable controller is enabled to input and output data from and to an extended device by a system for which input/output environment is prepared irrelevantly to which of a serial communication system and a system using a common memory the system is. In this case, it is confirmed whether the data can be inputted and outputted by trying one of the serial communication system and the system using the common system first and then trying the other system next when not, thereby inputting and outputting the data by the system by which it is confirmed that the data can be inputted and outputted are executed.
