PROBLEM TO BE SOLVED: To accurately detect malfunction caused by turbulence from a transmission line route by providing a detecting means for a pulse with a crest value out of a prescribed range of a terminal fitting. SOLUTION: A pulse row formed by outputting pulses by a pulse generating portion 4-1 in a defined crest value and width range by number proportional to watt-hour is fed to a terminal fitting 3 connected with a transmission line route via a pulse transmitting portion 4-2. A pulse row at the terminal fitting 3 that is most easily affected from the transmission line route is sent to a pulse detector 5-1. The pulse detector 5-1 detects existence of error pulse with a crest value and a width out of the defined range. Therefore, it can be detected that turbulence from the transmission line route causes the pulse error to occur at the terminal fitting 3. In addition, by transmitting the detection result to a receiving device, the receiving device can detect that count of pulses has error. |
