PROBLEM TO BE SOLVED: To reduce interference at an incoming lone and/or an outgoing line at the time of hand off start, to improve communication quality at the time of hand off start and to increase a line capacity as the result of acceleration of directivity control. SOLUTION: A base station 1 radio-connected with a mobile station 3 through the incoming and outgoing lines is housed in a master station and the amplitude and the phase of the transmission signal or the reception signal of each of plural antenna elements are varied to generate a synthesized radiation pattern directivity with respect to a specific azimuth. The station 3 starts soft hand off. The base station 1 at a hand off destination estimates the azimuth of the station 3 from its own station from installing position information from the station 1 at the hand off source and directivity information of the incoming line of the station 1 at the hand off source with respect to the station 3, and decides the initial directivity controlling parameter of the incoming line. In addition, the station 1 at the hand off destination estimates the azimuth of the station 3 to decide the initial directivity controlling parameter of the outgoing line to form an initial directivity.
