PROBLEM TO BE SOLVED: To make it possible to prevent a control circuit operating program from being made complicated, and position and stop a moving part at a target position in a short time by providing a speed decreasing means to a driving means for driving to run and positioning a moving body. SOLUTION: An output shaft 24a of a voice coil motor 24 is rotated by a signal from a control circuit and a ball screw 20 is rotated via a gear train 22, and thus, an optical head 16 is driven in the direction of the arrow via a ball bearing 18 and positioned to stop at a target position. When the optical head 16 is driven to run to the target position and positioned to stop thereat, the output shaft 24a is decreased in the rotary speed by applying rotary resistance to the output shaft 24a by letting a rotary blade member 26 mounted on the output shaft 24a rotate in one body with the voice coil motor 24. In this case, it is possible to use the rotary blade member 26 with the rotary resistance increased more by arranging the blowing direction of the rotary blade member 26 in reverse to the travelling direction of the optical head 16.
