Reforming device comprises a monolithic catalyst which carries on a monolith support, a catalyst for a partial oxidation reaction to oxidize a part of the hydrocarbon fuel and a catalyst for a steam reforming reaction to reform the hydrocarbon fuel into a gas containing hydrogen on a monolith support using steam. The support is made up of a number of cells that separate the flow path of the gas into a number of paths.
