Apparatus for operating fuel element loading machine comprises centering bell (6) with upper stop (24), fuel element gripper (8) and control element gripper (10) as telescopic elements. The centering bell encloses fuel element gripper which encloses control element gripper. Telescopic elements extend downward or upward. Centering bell travels upwards together with fuel element gripper before element gripper reaches the upper stop. Preferred Features: A carrier (18) extends during the load-free raising, and the carrier is only operated when the following prescribed safety conditions are fulfilled: the fuel element gripper sits on the fuel element, the fuel element gripper is in its uppermost position, no control element hangs on the control element gripper, and the lifting path (H) lies within a permissible region.
