A photopolymerizable recording element (I) comprises a substrate layer, a photopolymerizable layer containing a polymeric binding agent, an ethylenically unsaturated copolymerizable organic compound and a photoinitiator and an IR sensitive and actinic radiation opaque layer. A wax adhesion regulating layer is situated between the photopolymerizable layer and IR sensitive layer. An Independent claim is included for a process to manufacture a flexographic printing plate by preparing a mask by irradiation of (I) with an IR laser to form an image in the IR sensitive layer, irradiation of the photopolymerizable layer by means of actinic radiation through the mask followed by removal of non-polymerized regions of the photopolymerizable layer, remaining regions of the IR sensitive layer and the adhesion regulating wax layer by use of one or more solutions.
