PROBLEM TO BE SOLVED: To improve an operation efficiency by automatizing cutting and removal of annealing wire of bale waste paper, unpacking and feeding to a dissolver. SOLUTION: This apparatus is equipped with a transporting conveyor 3 for transporting a bale waste paper 2, a scale conveyor 4 for measuring weight per bale of bale waste paper transported from the transporting conveyor 3, an annealing wire cutting and removing apparatus 5 for removing annealing wire from the bale waste paper 2 transported from the scale conveyor 4, a feed conveyor 6 for feeding the bale waste paper 2 unpacked by drop shock from the annealing wire cutting and removing apparatus 5 to a dissolver and a control apparatus 8 which calculates a dissolution treatment time of the bale waste paper 2 to be fed to the dissolver 7 from the weight of the bale waste paper 2 measured by the scale conveyor 4 and controls the operations of the transporting conveyors 3, the scale conveyor 4, the annealing wire cutting and removing apparatus 5 and the feed conveyor 6 based on the dissolution treatment time.
