PROBLEM TO BE SOLVED: To make the vehicle of a suspect unusable by means of stopping electric power to an ignition soil by sending a signal with a transmitter to open a relay in a receiver. SOLUTION: For example, a receiver 40 is installed in a vehicle driven by a suspect, and a transmitter 2 is installed in a vehicle driven by a police officer. The transmitter 2 sends a first signal to the receiver 40 installed in the vehicle of the suspect. Thus, a vehicle brake light 100 of the suspect is flashed to inform that the receiver 40 can operate since the vehicle of the suspect is provided with the receiver 40. Afterwards, the police officer sends a second signal to the receiver 40. The second signal to the receiver 40 opens a relay 48 to an engine of the vehicle of the suspect to thereby stop electric power to an ignition coil 50 to stop the engine so that the vehicle of the suspect can be used. The relay 48 is connected to a microprocessor of the vehicle to similarly cut off electric power to the microprocessor to stop the vehicle.
