PROBLEM TO BE SOLVED: To provide a polyester resin which does not bleed out a siloxane compound and is useful for producing powder coatings capable of forming coating films having excellent easy slipping properties, to provide a composition, and to provide the powder coating using the same. SOLUTION: This polyester resin comprises an acid component consisting mainly of an aromatic dicarboxylic acid and an alcohol component consisting mainly of an aliphatic diol, contains 0.5-20 wt.% of the block copolymer of a polyorganosiloxane with an aliphatic polyester, and has an intrinsic viscosity of 0.10-0.40 dl/g and a hydroxy group value of 15-75 mgKOH/g.
