PROBLEM TO BE SOLVED: To provide a long-life rotary punch unit with a rotary punch and a rotating anvil asynchronously rotating. SOLUTION: A rotating shaft (punch shaft) 10 where a hollow punch 11 having a cutting blade 11a is installed and a rotating shaft (anvil shaft) 20 where a cylindrical anvil 21 having an elastic cylindrical surface is installed are disposed parallel to each other, the punch shaft 10 is driven in rotation and the anvil shaft 20 is asynchronously rotated with the punch shaft 10 to press the punch cutting blade 11a to the anvil 21, thereby punching a sheet material. The punch shaft 10 is driven in rotation to freely rotate the anvil shaft 10 or the punch shaft 10 and the anvil shaft 20 are differential-driven in rotation to move the peripheral position of the cylindrical anvil to which the punch cutting blade is pressed with rotation.
