PROBLEM TO BE SOLVED: To provide a sound-insulating board good for environment, exhibiting excellent sound-insulating performance, fireproofness and heat-insulation property and having air-cleaning effect by using rice chaff discharged from farmhouse and waste newspaper, magazine, copy paper, etc., discharged from home or business office as raw materials. SOLUTION: A small amount of clay is uniformly dissolved in a proper amount of water. A proper amount of newspaper, etc., is defibrated by dissolving in water and added to the above clay solution, the obtained suspension is homogeneously stirred, carbonized chaff is added to the suspension in an amount of about 1.5 times volume of the final board, the mixture is homogeneously stirred taking care of not to collapse the carbonized chaff, the product is filled in a mold, drained and pressed with a compression machine and the molded product is dried to obtain the objective heat-insulation board having high air- permeability, exhibiting air-cleaning effect as well as sound-insulating performance, fireproofness and heat-insulation property and good for environment and building.
