PROBLEM TO BE SOLVED: To accurately judge the time to exchange deteriorated carriers and to signal the exchange of the carriers rightly. SOLUTION: The treating time T after a power source is turned on is integrated, and, when the treating time T is between the preset reference time T1 and the upper-limit time T2, whether an agitator for agitating the carriers in the treating tank is locked or not is confirmed. When the agitator are locked, the carriers are judged to be exchanged, and the exchange of the carriers is urged by flickering an LED for exchanging the carrier. When the treating time T is less than the reference time T1 but the locking is detected, it is decided that the locking is caused by any cause other than the deterioration, and the abnormality is reported by flickering the LED. When the treating time T exceeds the upper-limit time T2, the carriers are judged to be exchanged unconditionally, the exchange of the carriers is urged by flickering the LED.
