PROBLEM TO BE SOLVED: To provide a continuous dispersion device with high grinding and dispersing efficiency and economical efficiency. SOLUTION: The mixture of a bead 3 and a pigment packed in the vessel 2, in which the mixture is allowed to flow from a starting material supply port 2a to a mill base discharge port 2b, is agitated by an agitation blade 10 consisting of a cone-shaped part 10c having a plurality of flat ring-shaped parts 10a formed to a rotary shaft 9 and an opening 10b formed to its inner periphery side. Since the mixture is pushed toward the direction opposite to the mixture flowing direction, the distribution of the bead 3 becomes uniform in the whole vessel 2 and the packing ratio of the bead 3 in the vessel 2 is increased to about 90%. As a result, the grinding efficiency and the dispersion efficiency are increased.
