<p>PROBLEM TO BE SOLVED: To appropriately and easily adjust releasing force by measuring the limit leg force of a tool user and deciding the measured value as the releasing force at the time of deciding the releasing force required for detaching and releasing a ski boot in the case of tightening and fixing the ski boot to a shoe fixing tool. SOLUTION: A base plate 10 is provided with a stop plate 12 as a mechanism for supporting the heel of a tool user and an annular string 20 hooked to a toe part at the position of a distance l from the base plate 10, a length adjuster 21, a force measurement device 30 and a hook 31 are arranged as the mechanism for moving the toe. Then, the hook 31 is locked to the upper end part of a lever 14 rotatably pivoted to a supporting plate 13 on the base plate 10 by a pin 19, the lever 14 is rotated to a counter toe side in the state and the force is applied to the toe.
