PROBLEM TO BE SOLVED: To improve the pseudo-granulation by uniformly and efficiently executing the addition of binder when raw material for sintering is granulated. SOLUTION: When the raw material 2 blended with raw powdery ore, fuel and flux is granulated by using a granulating machine 1 while adding the water, the blended raw material 2 is granulated while blowing the binder 8 by a blowing tube 10 into a water flowing zone 4 spouted from a water-spraying nozzle 3 positioned in the granulating machine 1. As the binder 8, a lime or a granulating additive of high molecular material having hydrophilic group or both hydrophilic group and hydrophobic group is desirably used.
