PROBLEM TO BE SOLVED: To recover a used recording medium for game (an IC card, for instance) within a game island, to wash the medium and to reissue the medium by a card issuing device. SOLUTION: A used IC card 10A used by a card processing device (40-1, for instance) is collected for recycle and is delivered to a washing device 60 arranged at the tip part of a game island 20 by a carrier path 50. In the washing device 60, the IC card 10A delivered from the carrier path 50 is continuously washed by using washing agent under a condition which does not mechanically, electrically and chemically adversely affect the IC card 10A. The washed IC card 10A is delivered to a card issuing device 80. In the card issuing device 80, a prescribed reissuing processing is performed for the IC card 10A and the IC card 10A is reissued.
