PROBLEM TO BE SOLVED: To easily change the set pressure of fluid in a flexible membrane weir such as a rubber weir by a simple mechanism and facilitate maintenance. SOLUTION: An airtight cover 28 can be oscillated centering around a first oscillating shaft 35 and a second oscillating shaft 41. The airtight cover 28 can be oscillated by the first oscillating shaft 35 and the second oscillating shaft 41, so as to conform the top face of a projection to the lower face 31 of a packing 27. A weight 57 is hung from a balance arm 50. Fluid pressure in a bag body is received with the airtight cover 28 through a pipe-line 23. Hereby when it is in a normal pressure range, the airtight cover 28 does not detach from the packing 27 by the weight 56. When the airtight cover 28 receives pressure over fixed pressure, it is downward moved to release pressurized air in the bag body from the pipeline 23.
