PURPOSE: A system for manufacturing characters based on networks and a method for operating thereof are provided to manufacture characters by using goods selling to users in the real off-line state. CONSTITUTION: A communication network(10), comprising the internet and the infra, connects many and unspecified communication lines so that data communication can be made mutually. A goods manufacturer server(40) provides a plurality of image information, having identical designs with goods selling to users in the off-line state, to a character manufacturing service server(30) so as to be configured as a data base. The character manufacturing service server(30) transmits a character manufacturing webpage, comprising the image information provided from the goods manufacturer server(40) and the image information produced by a server operator, through the communication network(10). A user computers(20) outputs the character manufacturing webpage received through the communication network(10) on the screen, searches and selects desired image information through the character manufacturing webpage and inputs a signal to request character registration.
