PROBLEM TO BE SOLVED: To dispense with construction of a temporary starter tunnel even for a tunnel of small cross section. SOLUTION: This belt storage unit 1 has a pair of pulley attachment bodies 3a and 3b arranged in opposing positions inside a unit frame 2, and one pulley attachment body 3a is fixed to the unit frame 2 and the other pulley attachment body 3b is movably attached to the unit frame 2. A plurality of pulleys 4a and 4b are arranged side by side on each of the pair of pulley attachment bodies 3a and 3b. A pair of hydraulic actuators 12 as a belt tensioning mechanism are equipped on both side faces of the unit frame 2. A wire 10 is wound between wire sheaves 8 attached to tips of piston rods 7 of each hydraulic actuator 12 and wire sheaves 9 attached to projected corners of the unit frame 2, and a tip of this wire 10 is connected to the pulley attachment body 3b via sheaves 11.
