PROBLEM TO BE SOLVED: To prevent reduction in a handle arranging part by integrally forming a rotary damper on a bracket, and connecting an input shaft in the rotary damper to a car body frame or a head pipe. SOLUTION: A steering structure for a two wheeler has an upper bracket 2, but this upper bracket 2 has a fork installing hole for gripping an upper end part in a fixed state by laterally inserting the upper end part of a front fork, and has integrally a rotaty damper in a central part. While, the rotary damper inserts a steering shaft 4 into an axial part of an input shaft 20 in a rotatable state, connects one end of a connecting arm 21 to the input shaft 20 in a fixed state, and connects the other end of this connecting arm 21 to a car body frame 5.
