PROBLEM TO BE SOLVED: To effectively utilize hydraulic energy of a low head drop by carrying a frame, and moving a hydraulic turbine generator into flowing water or n outside flow water, in the case where a hydraulic power generator provided with a hydraulic turbine for converting water flow energy into electric energy and a power generator is fixed in a conduit cylinder disposed in the frame. SOLUTION: Water flows (a) into a conduit cylinder 11, and flows out (b) after a hydraulic runner 6 is rotated bypassing a column 9, a stay vane 8, and a guide vane 7. Power is generated in the conduit cylinder 11 by a rotor 12 and stator 13 of a power generator which is directly connected to a rotary shaft of the hydraulic runner 6. The outside of the hydraulic turbine power generator 5 is formed from a frame 30 so as to carry the whole, and a hanging tool 32 is attached thereto. An angle set operation for a runner vane is performed by an operation rod 22 disposed on a housing part 26, and an angle of the guide vane 7 is set by an operation rod 25 disposed on a housing 27. It is thus possible to simply generate power effectively utilizing hydraulic energy of a low head drop in the river.
