PURPOSE: An apparatus for exchanging signals in an internet protocol(IP) switching system is provided to easily set up a system on an IP network by driving a call control system with a centralized system and a distributed system, and to prevent deterioration of speech quality caused when terminals are increased in the call control system using the distributed system. CONSTITUTION: A network has a private multimedia system for connecting an office line with a local area network. The multimedia system comprises a look-up table(308), a task manager(309), a call processor/agent(307), and a call converter(306). The look-up table stores an internet protocol(IP) address for group numbers of each office line number, extension numbers of protocol interfaces, and call converting processes. The task manager registers call control information in the look-up table to broadcast the information, and converts a task into a voice speech when a call controlling process is completed. The call processor/agent supports office line sharing in groups and information sharing between extensions with a distributed call control system. The call processor/agent performs a telephone switching function and a gateway function with an office line signal, and buffers status information of a self terminal performing voice communication. The call processor/agent maintains quality of the voice communication. The call converter interfaces an H.323 terminal to a self protocol to support communication between the groups, and interfaces the self terminal to the H.323 protocol to support internet phone communication.
