PROBLEM TO BE SOLVED: To increase a working speed and to reduce a production cost by forming a preformed part having a material supply quantity corresponding to the shape after a plate like bar is rolled by a rolling roll by plastic deformation, rolling the preformed part and forming a thick plate part and a thin plate part of a prescribed working rate. SOLUTION: After a peripheral speed of a roll is adjusted to that respective feed speeds of a bar stock 1 are made equal by rotating guide roll 2A, 2C and rolling rolls 4A, 4C, the bar stock 1 is inserted between the guide rolls 2A, 2C and is rolled. In this rolling, the bar stock 1 is compressed by a compression device 3 arranged near the guide rolls 2A, 2C, a deformed part 1A is formed at the part to be thick plate part by deforming the bar stock 1 to a curved shape. The bar stock 1 with the deformed part 1A formed is inserted into the rolling rolls 4A, 4C at the downstream side of the guide rolls 2A, 2C and is rolled. In this rolling, the deformed part 1A of the bar stock 1 is rolled by the grove 4B arranged on the rolling roll 4A.
