PROBLEM TO BE SOLVED: To provide a bacteria reducing and purifying device capable of preventing the generation of malodor, ensuring the habitation of animals and plants who are not required to die, reducing a device expense, maintenance and administration cost, and eliminating the need of high level technical knowledge for the maintenance and administration and facilitating the handling. SOLUTION: A non-magnetic vessel 2 is connected so as to circulate water in a piping 1 line in which the water to be treated flows. A magnetic water treating vessel 3 in which plural sheets of hollow disk-shaped permanent magnets 12 magnetized in an axial direction are laminated and arranged in an axial direction and coaxially in a non-magnetic body pipe 11 having a watertight structure is disposed in the non-magnetic vessel 2. A calcium hypochlorite packed vessel 4 is installed at the ceiling surface of the non-magnetic vessel 2 so as to face to the inside of the non-magnetic vessel 2. The calcium hypochlorite is added elutably in the packed vessel 4, and also a semiconductor ceramic 6 consisting essentially of titanium dioxide and silver is filled in the non- magnetic vessel 2. And when the dart of the water to be treated is terrible, a univalent silver-containing ion glass 7 is added together with the semiconductor ceramic 6.
