PROBLEM TO BE SOLVED: To provide a light and high-strength winding device. SOLUTION: Aluminum-alloy-made hollow wheel member 19, 19' having concentric aluminum-alloy-made disks 17, 17' are faced to each other. The central shaft of one hollow wheel member 19' is formed from aluminum-alloy- made hollow cylinder member 16', a pair of aluminum-alloy-made circular-arc hollow members 10, 10' are grabbed and mounted by the disks of facing hollow wheel members as a facing cylindrical arrangement by providing a parallel clearance 41 larger than a diameter of a hollow cylindrical member, and an aluminum-alloy-made handle member 25 is mounted to the outside of the central shaft of the other hollow wheel member 19. A guide-in hose is connected with an outside connecting opening of a hose connecting rotation member mounted in the hollow cylinder member 16' of one hollow wheel member, and a guide-out hose having an opening/closing nozzle at its tip is connected with an inside connecting opening of the hose connecting rotation member and is pulled out from the parallel clearance, and is wound around the outer surface of a cylindrical portion formed from the pair of circular-arc hollow members 10, 10'.
