PROBLEM TO BE SOLVED: To prepare a catalyst for polymerizing olefins, having high polymerizing reactivity at a high temperature and useful for polymerizing ethylene or the like by including a specific transition metal compound. SOLUTION: This catalyst is prepared by including a transition metal compound [e.g. a compound of formula II (wherein, tBu is t-butyl; nOctadecyl is n-octadecyl) or the like] of formula I [wherein, M is a transition metal of group IV-V; (m) is 1-5; Q is N or C having a substituent R2; A is O, S, N having a substituent R5 or the like; R1 is an aromatic hydrocarbon, an (alicyclic hydrocarbon-substituted) aliphatic hydrocarbon or the like; R2 to R5 are each H, a hydrocarbon or the like; (n) is a number satisfying the valence of M; X is H, a halogen or the like] in which the net charge parameter of a central metal M is <=2.00. The compound of formula I is obtained e.g. by reacting a ligand precursor such as a compound of formula III with a compound [e.g. a compound of the formula: ZrCl(THF)2 (wherein, THF is tetrahydrofuran)] of the formula: MXk [wherein, (k) is a number satisfying the valence of M].
