PROBLEM TO BE SOLVED: To miniaturize a surge tank and to control the operation of a hydraulic turbine generator without causing the rise of a water level in the surge tank even in the rapid change of the power load. SOLUTION: An operation controller comprises a sampling water pressure measuring means for sampling and measuring the water pressure of water inlet parts of hydraulic turbines or pump hydraulic turbines 10 (10a, 10b, 10c) every predetermined period (Δst) to determine a sampling water pressure value (Hp), an operating means 20 for determining an average water pressure value (Hm) in a predetermined period, of the sampling water pressure values, and determining a deviation integral value by integrating the water pressure deviation value of the sampling water pressure value to the average water pressure value over a predetermined period, a comparing means 30 for comparing the average water pressure value with the predetermined average value, and comparing the deviation integral value with a predetermined integral value, and an operating constant switching means 40 for switching the operating constant of a hydraulic turbine governor having a slow response constant and a quick response constant, from the quick response constant to the slow response constant when the average water pressure value is over the predetermined average value, and the deviation integral value is over the predetermined integral value on the basis of the result of the comparison by the comparing means.
